20 NOVEMBER, 2003 - The U.S. Congress today enacted the "Veteran's Benefit
Act of 2003" (HR 2297) that includes section III, the provision of "'Sole
Source', 'Restricted Competition' and entrepreneurship education and training
benefits for Service Disabled Veterans (SDV)".
This is a significant culmination of the long effort to provide equal participation
for SDV in procurement programs of the U.S. Federal Government and it's Prime
Contractors and their subcontractors.
In conjunction with PL-106.50, this is an enabling and empowering event that
is expected to provide assured consideration of SDV by government procurement
officials and private sector federal contractors in their award of procurements
and contracts.
The "unanimous consent approval" of the benefits act by the U.S.
Congress is an acknowledgement to the dedicated efforts of many SDV.
Most of all, it is a recognition of the sacrifice of SDV for our nation and
a commitment to their rehabilitation.
