THE RESCHEDULING OF THE VETERANS' CONFERENCE & LEADERSHIP ROUNDTABLE TO JULY 8-9, 2009 IN WASHINGTON D.C. WAS A SIGNIFICANT SUCCESS.

The Conference produced major legislative actions that erased discriminatory regulations that had damaged and impeded veteran business opportunities and success for many years!

However, these victories have no immediate impact on the dismal state of veteran business and recent events in the U.S. Congress have been victories for the anti-veteran special interest groups that do not support the participation of Veteran Businesses in Federal and State Government procurements.

Changes in U.S. Federal Laws await the signature of the President of the United States to be fully implemented.

Meanwhile, service disabled and veteran owned businesses are failing and withdrawing from the business marketplace at an increasing rate.

It is not responsible leadership for ASDV to increase and further burden our veteran businesses with the costs of conference subsistence and travel without extraordinary and compelling reason.

THE DELAYED CONFERENCE WILL BE MOVED FORWARD IN ITS ENTIRETY TO MERGE WITH A NaVOBA and TASK FORCE FOR VETERANS ENTREPRENEURSHIP (TFVE), ELITE NATIONAL AND STATE ALLIANCE CONFERENCES.

This will permit veteran businesses to experience benefit from the impending regulatory changes and policies and may also increase the possibility that our depressed economy will have experienced some recovery.

ASDV has received hundreds of communications from exhibitors and attendees requesting delay of the conference stating their inability to participate in meetings because of lack of funds and business opportunities.

ASDV will credit and fully honor the very few registrations that have been received to date to the delayed Conference.

ASDV has pioneered and waged this effort since 1986 and assures veterans that we will prevail in our mission to provide business entrepreneurship opportunities for our nation's service disabled and veteran owned business community.

NATIONAL VETERANS’ ENTREPRENUERSHIP CONFERENCE

The Association for Service Disabled Veterans (ASDV) is the non-profit organization that pioneered the concept of "ENTREPRENEURSHIP" as a valid goal in the rehabilitation of disabled in service and prisoner of war military veterans (SDV). In 1989, ASDV sponsored "pioneering" legislation that requires that 3% of the total procurement of State of California Government Agencies, and their prime contractors, be directed to service disabled veteran enterprises (SDVE). That legislated policy was subsequently endorsed by a state constitutional referendum approved by the State of California Supreme Court.
 
ASDV sponsored Public Law 106-50 that legislated a federal goal of 3% of all federal agency procurement, and that of their prime contractors, be directed to SDVE. This legislation also established supporting authority and institutions to enable the implementation of the P.L. 106-50 legislation. ASDV and Task Force for Veterans Enterprise (TFVE) also co-sponsored P.L. 108-183 Section 3, unanimously passed by the U.S. Congress and enacted by the President of the United States, 20 December, 2003. P.L. 108-183 establishes SDVE "SOLE SOURCE" and "RESTRICTED COMPETITION" for federal procurements, Public Law 109-461, "The Veterans' Business Promotion Act of 2006" and the Veterans' sections of the "SBA Reauthorization Act". ASDV and TFVE drafted the President's Executive Order 13360 that directed government action to assist SDVE.
