VETERANS'
WAR MEMORIAL BUILDING

The
Association for Service Disabled Veterans (ASDV) is the
non-profit organization that pioneered the concept of "ENTREPRENEURSHIP" as
a valid strategy in the rehabilitation of disabled in service
and prisoner of war military veterans (SDV). In 1989, ASDV
sponsored "pioneering" legislation that requires
that 3% of the total procurement of State of California
Government Agencies, and their prime contractors, be directed
to service disabled veteran enterprises. That legislated
policy was subsequently endorsed by a state constitutional
referendum approved by the State of California Supreme Court.
ASDV
sponsored Public Law 106-50 that legislated a federal goal
of 3% of all federal agency procurement, and that of their
prime contractors, be directed to SDVE. This legislation
also established supporting authority and institutions to
enable the implementation of the P.L. 106-50 legislation.
ASDV and the Task Force for Veterans' Enterprise (TFVE)
also co-sponsored P.L. 108-183 Section 3, unanimously passed
by the U.S. Congress and enacted by the President of the
United States, 20 December, 2003. P.L. 108-183 establishes
SDVE "SOLE SOURCE" and "RESTRICTED COMPETITION" for
federal procurements, Public Law 109-461,
"The Veterans Business Promotion Act of 2006" and
the Veterans' section of the "SBA Reauthorization Act".
ASDV and TFVE drafted the President's
Executive Order 13360, that directed government action
to assist SDVE.
NCIRE
- The Veterans Health Research Institute, is the largest
research institute in the nation associated with a U.S.
Department of Veterans Affairs (USDVA) medical center and
has as its mission the rehabilitation and improvement of
the health and well being of America's Veterans.
NCIRE,
together with its associated University of California San
Francisco scientist faculty at the San Francisco Veterans
Affairs Medical Center conduct the largest medical research
program in the USDVA medical system.
NCIRE
has world leading research programs directed to the needs
of the 26 million veterans seeking to benefit from health
research in geriatric medicine, infectious diseases (HIV/AIDS/Hepatitis
C), Physical Rehabilitation, Behavioral Medicine, to enable,
support and enhance veteran entrepreneurial, rehabilitation
and health maintenance goals.
American
Legion Post 236 is a leader in the response by the California
American Legion to the need to provide entrepreneurship
opportunities for America's Veterans.
