The SDVI Performance Index was devised in 1986 as a mechanism for tabulating and evaluating the performance response of the leading corporations and organizations operating in the United States of America regarding the needs and aspirations of thoseĀ persons who have sacrificed their well being to ensure a safe and hospitable national business and economic environment for the United States, The American Service Disabled and Prisoner of War Veteran.
Although some segments of U.S. Industry and Commerce have responded with enthusiasm, the general reaction to the concept of assisting service disabled and prisoner of war veterans to pursue and achieve in entrepreneurial activities has been muted.
As a means of quantifying and qualifying this private sector “attitude” SDVI has developed indices that are gathered and consolidated for presentation to the U.S. Legislatures, the U.S. Government administration and the U.S. Public as the basis for action initiatives.
A core source of the evaluating data is federal governmental contractors’ “GSA Form 294 and 205 Contract Performance Reports”. That public information data provides a basis for the PCOR Index to accurately display performance.
SDVI has developed a Composite Derivative based on the information available that classifies organizations and individuals as Certified in Veteran Supply Management (CVSM) when evaluation shows that performance and policies have been directed to veteran benefit.
Public Law 106-50 legislated a federal goal of 3% of all federal agency procurement, and that of their prime contractors, be directed to SDVE. This legislation also established supporting authority and policies to enable the implementation of the P.L. 108-183 Section 3, Unanimously passed by the U.S. Congress and enacted by the President of the United States, 20 December 2003. PL 108-183 establishes SDVE “SOLE SOURCE” and “RESTRCTED COMPETITION” for federal procurements.
The Association for Service Disabled Veterans (SDVI) and the National Task Force for Veterans Entrepreneurship (TFVE) drafted two President of the United States Executive Orders directing special actions to increase service disabled veteran opportunities in federal procurements.
Performance and certification activities are conducted by ASDV, the Service Disabled Veterans Institute and its CPVSM Programs.
The SERVICE DISABLED VETERANS INSTITUTE (SDVI), in conjunction with national veterans business organizations has implemented the CERTIFIED VETERANS SUPPLY MANAGEMENT ORGANIZATION (CVSM) and the companion CERTIFIED PROFESSIONAL IN VETERANS SUPPLY MANAGEMENT (CPVSM) designations for organization and professional management programs.
In cooperation with the National Veterans Task Force, Association for Service Disabled Veterans (ASDV), National Veteran Owned Business Association (NaVOBA) and the Elite Veterans Network, the program will be operated by SDVI.
The SDVI directed organization will designate organizations and professionals that demonstrate the knowledge, skills, experience and expertise required for responsible management and operation of veterans’ procurement and supply programs and initiatives.
Certification will require review of comprehensive policies and performance by peer review.
Successful designees will receive registration and identification in the CVSM international database and program dialogue.
